家債難降國行再出手?
車貸供期或限定最多7年

(吉隆坡29日訊)家庭債務高企問題引起關注,經濟分析師認為,國家銀行把汽車貸款償還期限定在最高7年,藉此降低家庭負債,預計或打擊汽車業買氣!

經濟分析師猜測,國行除了考慮限制信用卡發卡量,也可能透過縮短租購貸款(Hire-Purchase,即汽車貸款)償還期限,達到更低家庭負債水平的目標。

目前,銀行發放汽車貸款的最長期限是9年。但在1998年亞洲金融風暴前,一般車貸期限最長為5年,甚至少有7年車貸供期。

這名分析師指出,國行縮短車貸期限,可能導致消費需求從中上等級的汽車,轉至更易負擔的汽車,如此才不影響供款能力。

例如在現有最長9年供期的情況下,消費者可能選擇9萬或10萬令吉以上的汽車,若供期限制在5或7年,消費者可能轉而選購7萬至8萬令吉的汽車。

“但顧及其他因素如對汽車業的影響,國行即使真的採取行動,也只是緩和進行,把最長供期從9年縮短7年,而非5年。”

影響車市買氣

興業證券研究經濟分析師白文春認為,國行有必要推介新措施來管理日益高漲的家庭負債,尤其在信用卡申請資格和汽車貸款方面。

他告訴《中國報》,縮短汽車租購期限是管制家債的可行方法之一。

“但這項措施能否落實,胥視國行(欲管制家債)的意願。”

另一名經濟分析師認為,若國行有意從車貸下手,對消費者和汽車業者的影響最大!

“由于許多人都是先有車再供屋,因此這項建議的影響,將大過限制第三間房屋貸款。”

“不過,這項措施對銀行的影響相對不大。”

我國的家債佔國內生產總值比重,從2008年的63.9%,顯著擴大到去年的76.6%。

截至今年7月底,這項比重進一步提高到77.9%。

觀察房貸頂限政策效果
料不急推出新措施

知情者告訴《中國報》,國行早前對欲購買第三間房屋的購屋者落實70%房屋貸款頂限(LTV Ratio)后,目前將探討此措施的效果,料不會急著推出其他新措施。

他指出,國行將在明年1月落實財務能力課程(Financial Capability Programme),國行料在推行並評估績效后,才會有下一步決定。

國行是在今年11月3日宣佈,將透過信貸咨詢與債務管理機構(AKPK)在全國的辦事處,提供財務能力課程,讓貸款者更了解並掌握財務管理。

明年推出財務課程

國行將在12月宣佈更多課程細節,包括課程性質(強制或選擇性)、測試等。

此外,在抑制家債高漲的措施方面,知情者不諱言,國行早前確實曾探討從信用卡發卡量下手,也曾參考其他國家的做法。

“但經過討論並考量我國情況后,國行已把限制使用信用卡的建議擱置一旁。”

一名經濟分析師也認為,自從政府對每張信用卡徵收50令吉服務稅,多少已影響信用卡的發卡量。

“若持卡人真的要消費,可以只集中在一張信用卡,對減低家債的幫助不大。”

(布城25日訊)從明年1月1日起,政府將強制全國僱主必須為新聘用的外勞購買醫藥保險,而現有的外勞則需在更新工作准證時簽購。

衛生部長拿督斯里廖中萊今日說,外勞的保費是每年120令吉,開放給所有保險公司承保,不會讓特定的保險公司壟斷。

廖中萊今日主持部門管理會議後,在新聞發佈會上作出這項宣佈。

出席者還有代秘書長拿督阿末沙菲宜和衛生總監丹斯里依斯邁馬力干。

外勞欠1800萬醫藥費

他說,鑑於外勞拖欠政府醫院的醫藥費高達1千800萬令吉,而且數額隨著外勞人數的增長而逐年提高,因此,政府決定強制性實施外勞醫藥保險制度。

他說,新措施只實施在外勞身上,因為一般外國專才都會支付醫藥費,而很多外勞在使用了政府醫院的服務之後,只支付部份醫藥費,絕大多數分文未付。

大馬目前有超過200萬名合法外勞,政府計劃在明年將人數降至150萬人。

醫藥關鍵領域
6大啟動計劃3項已跑

廖中萊也說,外勞保險是醫藥關鍵領域的6大啟動計劃之一,在這當中有3項已實行,即外勞保險、臨床試驗中心以及保健旅遊計劃;另外3項則仍在策劃中,分別是開拓和尋求藥品出口機會、創造促成遠程醫療的診斷連線,為日後實現外包國際醫療服務鋪路;以及建立健康大都會,建立一個世界級的保健和生物科學園區。

他說,衛生部已成立兩個委員會來推動衛生領域的啟動計劃,一是由他和不管部長拿督斯里依德利斯共同主持的醫藥保健經濟關鍵領域委員會,以及部門的傳遞服務管理辦公室。

他說,醫藥領域在今天的角色已從社會領域擴大到醫療照顧至經濟領域,以便為國家製造財富;醫藥領域在2020年預料可為國家帶來351億令吉的收益,吸引100萬名保健遊客和製造18萬1千個就業機會。

(吉隆坡20日訊)按摩院不做按摩,只提供另類服務,口交、手淫一次開價80令吉!

位于首都的一家按摩院,聘請多名外國女子,個個穿著性感,不需懂如何按摩,只需懂為顧客提供口交和手淫服務,一次80令吉。但只賣藝不賣身,謝絕性交易。

營業3個多月的“淫窟”,沒營業執照,也未有店號招牌,相信只有識途老馬懂找上門。業者以“WATERMELON”直譯成中文“我的美人”作為商號,印製在粉紅色名片,另有西瓜圖樣;名片只供給顧客,作下次光顧時預約用途。

使用密碼門鎖

“按摩院”只招待華裔顧客,大部分顧客都很年輕,相信都是熟客,食髓知味再來光顧。

武吉阿曼反傷風化、肅賭及私會黨接獲情報后,于昨晚(19日)10時30分,前往隆市舊古仔路鴻圖園某5層樓店舖的2樓一個單位展開取締行動,揭發業者的經營手法,當場扣查8名外籍女子、6名華裔和1巫裔顧客(介于23歲至29歲)及看守員(37歲)。

被扣女郎(介于19至39歲),包括中國女子5人、2名越南女子和一名印尼女子,都是持旅遊簽證來馬;中國女郎才來馬數周。

店外等待顧客開門

警方到場時,恰好有顧客赤裸身體享受著女子為他提供的口交及手淫服務,嚇得措手不及,狼狽落網。

看管員辯稱,按摩女郎只是提供拉筋和按摩服務,但警方卻當場逮獲女郎為顧客口交和手淫,並查悉她們並沒有提供任何按摩服務。

帶領展開突擊行動的警官峇倫希山首席警長說,該店面裝置黑玻璃,從外無法看到店內情況,營業時間從中午12時至午夜12時,休假日不定。

“由於該單位使用密碼門鎖,為免打草驚蛇,警方在店外等待顧客開門離開時,進入店內取締。”

設電眼‧沒招牌
只做華裔熟客生意

“按摩院”只做熟客生意,只招待華裔顧客,不接受陌生巫、印裔顧客上門消費。

店面沒設招牌,因此,只有識途老馬才會上門光顧,而且店外也有閉路電視,讓看管員監視到訪的人。

據瞭解,業者拒絕生客,只做熟客生意,是為了避免被執法單位取締。

峇倫希山說,警方展開突擊時,現場有一名巫裔顧客,是跟隨其華裔友人到此尋樂,因而被帶返警局助查。

當場被捕的華裔男顧客,大部分都很年輕,年齡不超過30歲,相信都是熟客,食髓知味再來光顧。

僅以布簾間隔
11小房間供服務

警方到場展開突擊時,“按摩院”地上滿是使用過的衛生紙,相信是女郎為顧客們服務后所留下,來不及清理。

現場觀察,業者以粉紅布簾,將單位分隔成11個“小房間”,各有一張單人床褥擺放地上,設計和擺設簡單。

女郎們各自為顧客提供服務時,之間的距離只有一片布簾,因此,業者也不停播放流行歌曲,以免顧客在接受服務時發出聲音,干擾到其他顧客。

該店除了是女郎的工作地點外,也是她們的員工宿舍,行李及日常用品堆放在角落,環境衛生欠佳。

現場所見,其中一道壁上貼著一張華裔老婦女的照片,相信是中國女郎遠在家鄉的親人。

KUALA LUMPUR: A Malaysian couple was deported from Britain after immigration authorities discovered that they were trying to enter the country illegally.

The couple, together with their parents and baby, had arrived in Cork, Ireland, on Nov 2 and had told Irish authorities that they would stay in the country and return home to Malaysia on Nov 11.

However, all of them boarded a ferry bound for Swansea, Wales, on Nov 5 and told the UK Border Agency they had decided to travel to Britain after seeing a tourism leaflet in their hotel.

A large amount of British currency was found with them and they told the authorities they had mistakenly bought the currency in Malaysia as they believed it could be used in Ireland.

As their story was not credible, the family was sent back to Ireland before being deported to Malay­sia.

In 2009, the 29-year-old woman and 33-year-old man had been removed from Britain for staying illegally after their visas expired.

In the same year, they were refused entry and removed once again when trying to re-enter the country at Edinburgh Airport.

UK Border Agency Assistant Director for Wales Bob Lyne said immigration offenders tend to use a variety of routes, including ferry ports, to enter the country.

Lyne stressed that the smaller ports were not a back door into the country and his officers would prevent any attempts by illegal immigrants to sneak in.

Meanwhile, British High Commissioner to Malaysia Simon Feather­stone said that only genuine Malay­sian visitors to Britain would be welcomed.

For the offence, the couple may be banned from entering Britain for up to 10 years.

Two Nigerians escaped, Immigration officers suspended

PUTRAJAYA: Two Nigerian nationals who are being deported for misusing their student visas escaped early Thursday morning.

One of two Immigration officers who were escorting the Nigerians for deportation claimed seven unknown men had used forced to free the two when he had stopped the van carrying the men at a petrol station near the airport.

The two Immigration officers had been placed under immediate suspension pending investigations.

KLIA Immigration Depot director Datuk Mohmed Asri Yusof said the two Immigration officers had taken the Nigerians to the airport together with a Palestinian, who was also to be deported.

He said one of the officers then escorted the Palestinian into the airport at 12.15am to check his flight home while the Nigerians remained in the van with the other officer as their flights was only scheduled for 2.55am.

However when the first officer returned after seeing off the Palestinian he found that his colleague had driven the van, with the Nigerians still inside, to a Petronas station nearby, supposedly to purchase some drinks.

"Fifteen minutes later the second officer contacted his colleague, who was still at the airport, to say he had been stopped by seven African men who had used force to free the two Nigerians before handcuffing him to the steering wheel," he told a press conference after attending the National Registration Department Innovation Day launch Thursday.

The second officer lodged a police report on the incident at 1.30am while the first officer lodged his report at about 3.30am.

The two Nigerians, Solomon Udo Eneh and Osuji Chinedu, were being deported after they were found to have abused their student visas.

Yusof appealed to the public to report anyone suspected of being an illegal immigrant to the police.

Home Ministry secretary-general Datuk Seri Mahmood Adam told the same press conference that the ministry was keen to know how the two Nigerians, who were handcuffed, managed to escape.

The ministry, he said, also wanted to identify any weaknesses in the escorting procedures that might have led to the incident.

He said the ministry was currently also working on tightening the standard operating procedure in escorting, transporting and deporting foreigners.

"The Immigration Department's Flying Squad has launched a manhunt together with the police and I believe we will be able to find them," he said.

KUALA LUMPUR: The Home Ministry has never appointed individuals or companies as agents to register illegal foreign workers for amnesty.

Its secretary-general Datuk Seri Mahmood Adam said the government had yet to decide on a proposal to grant amnesty to foreign workers.

“A claim that the ministry has appointed individuals or companies for the programme is false,” he said in a statement here yesterday.

Mahmood said Bukit Aman Commercial Crime Investigation Department (CCID) received five reports that individuals and companies had collected money from employers and foreign workers.

He urged those who have been cheated to lodge police reports. - Bernama
