（布城5日讯）虽然6P非法外劳漂白计划登记已截止，尚未登记的非法外劳依然可主动向移民局登记，不过，他们的身分将交由外劳和非法入境者内阁委员会定夺。

内政部长拿督斯里希山慕丁指出，6P非法外劳漂白计划登记程序已在上月31日结束，纵使尚未登记的非法外劳仍可主动登记，但已不属6P计划。

他说，6P计划目前进入剖析阶段，以便把分析结果提呈予以副首相丹斯里慕尤丁为首的外劳和非法入境者内阁委员会。

“我们希望在下周提呈有关报告予内阁委员会。”

希山慕丁今天召见各州移民局局长后，针对非法外劳目前是否仍可向移民局登记一事作出回应。出席者有内政部副秘书长拿督阿维及移民局总监拿督阿烈斯登。

他指出，登记程序只是6P计划的第一个阶段，内阁委员会开会讨论及针对剖析结果作出定夺后，该部将着手进行6P计划的第二个阶段。

他说，据他所知，内阁委员会将于10月3日开会，一旦会议有了结果，6P计划便将进入第二个阶段，即漂白阶段。

希山慕丁指出，至今约78%非法外劳通过中介公司登记，其余22%则直接向移民局登记。

他感谢雇主及移民局官员的配合，使全盘登记程序顺利进行，非法移民登记人数超出预料。

PUTRAJAYA: More than 7,000 legal foreign workers have already completed the biometric registration nationwide since it was launched three days ago, Home Ministry deputy secretary general Datuk Alwi Ibrahim said here.

He said the response from the legal workers was slow on the first day but has subsequently picked up.

“A total of 626 companies had made appointments and brought their legal foreign workers for the registration so far,” he told reporters at a press conference here on Friday.

Alwi said another 114 companies had also made appointments to bring their legal foreign workers to various immigration offices in the country.

PUTRAJAYA: The Cabinet has decided that all the two million legal foreign workers be registered and included in the biometric system before starting on a similar exercise for the illegal ones, said Tan Sri Muhyiddin Yassin.

The Deputy Prime Minister said the Cabinet felt this should be done first, especially when there was information that unscrupulous people were trying to make quick cash from the Government's intention to register illegal foreign workers in the country.

He said the Government was informed that certain parties, upon hearing that the Government wanted to register illegal workers, had planned to "turn the legal workers into illegals and make some money from this."

"The Cabinet has decided to push back the timeline to register illegal foreign workers and concentrate on putting the legal ones into the biometric system first.

"The employers will be tasked to come out and register their workers and details of this exercise, including its commencement date will be announced by the Home Ministry," he told reporters Thursday.

Muhyiddin said he had agreed to the ministry's request for some time to register the existing pool of foreign workers the market.

He said even though they have valid work permits, these workers must be in the biometric system so that their movement "especially from one work place to another", could be closely monitored.

The Star reported that the programme to legalise and grant amnesty to an estimated two million illegals in the country - scheduled to start on Monday - had been deferred so that the authorities have more time to prepare for the mammoth exercise.

On June 23, the Government announced a two-week legalisation and amnesty exercise - codenamed 6P - during which illegal foreign workers and their employers would be spared from legal action if they took part in the drive.

The 6P programme comprises registration, legalisation, amnesty, supervision, enforcement and deportation and was expected to take six months to complete.

（吉隆坡22日讯）副首相丹斯里慕尤丁说，由内政部主导的“6P计划”（登记、漂白、特赦、监督、执法及驱逐）将在今年7月11日启动，凡参与此计划的雇主及非法外劳，决不会受到对付。

他说，内政部及相关指定公司，将从7月11日起的首两个星期，推动让非法外劳登记的环节。

视情况延长登记期限

“我们将视情况需要，再磋商是否延长登记的期限……我们促请聘请非法外劳的雇主，积极参与这项‘漂白’计划。”

慕尤丁今日在国会主持外劳和非法移民内阁委员会后，在记者会上这么说。

在场者包括内政部长拿督斯里希山慕丁及人力资源部长拿督苏巴马念。

采生物识别系统登记

他说，尽管政府预计在今年杪才完成“6P计划”，但凡没参与登记行动的非法外劳及雇主，将在登记期限结束后，受到执法当局严厉对付。Z

慕尤丁说，内政部将采用“生物识别系统”登记，以掌握非法外劳的居住地点、薪金及雇主等资料。

他说，透过合法证件入境，最后在我国经商的非法经营业者，也被列入“漂白”的对象。至于他们届时是否获准无执照经营，这涉及执法方面的问题，我们到时会处理。

完成登记将获证件

慕尤丁说，内政部已和各国的驻马大使馆达至合作，协助解决一旦发生非法外劳没有合法文件的问题。

“一旦非法外劳完成登记工作，将获得由内政部发出的证明文件，例如临时准证或临时工作证。”

他承诺参与“6P计划”的外劳及雇主，其工作及业务暂时不会受到影响，因为政府在初步阶段，只是为了收集资料。

慕尤丁说：“我们汲取了在沙巴州的经验，所以在推行这项计划时，我们尽量避免‘影响’到雇主的业务……非法外劳在完成登记工作后，将返回原来工作的地方。”

询及这是否非法外劳最后一次“漂白”的机会，慕尤丁则是不愿正面回应，只是表示非法外劳应把握大马政府所给予的机会。

“每个国家都有法令，所以一旦他们违反法令，他们自然就会受到对付。”

未决定遣返过剩外劳

副首相慕尤丁说，政府目前还没有决定，是否将把过剩的外劳送返原居地。

他说，政府已有一系列的计划，只是目前不宜公布，避免非法外劳不愿参与登记。

他说，在“6P计划”下，政府可确实掌握国内各领域及次领域所需的外劳人数，各部门也会接洽各领域的商团、组织及公司，找出有关领域所需的劳力。

“例如在园丘业方面，（种植及原产部长丹斯里）柏纳东博刚才说这领域还需要20万名劳工，在完成登记工作后，我们届时即可安排（过剩）的劳工工作。”

各领域空缺7月杪出炉

慕尤丁说，国内各领域所需的劳力的数据，预料将在7月杪出炉，届时“6P计划”之下的登记工作，同样也已完成。

他强调，国内的空缺会优先由国人填补，只有在国人不愿填补的情况下，有关空缺才由外劳填补，因此外界毋以为外劳优先获得工作机会。

Speaking to reporters after chairing the Cabinet committee meeting on foreign and illegal workers here yesterday, Muhyiddin said the 6P programme comprises registration, legalisation, amnesty, supervision, enforcement and deportation.

It is the most comprehensive programme ever undertaken to cut down on the number of illegal immigrants.

The exercise is expected to take six months to complete.

（布城8日訊）內政部長拿督斯里希山慕丁透露，他將於10月間訪問中國，通過雙邊關係，解決中國公民在大馬逾期逗留的問題。

他希望這項問題在中國公民未入境大馬之前，就有管道加以解決。


他表示，即使政府發出3個月的社交簽證給中國公民，仍然發生非法逾期逗留的問題。

希山慕丁今日為“警方特別配備展”主持推介禮後，發表談話。

“我也會和中國方面討論生物識別系統。”

14日與公司談非法移民漂白

針對政府要落實的非法移民漂白行動，他透露，內政部已訂於6月14日和參與漂白行動的組織和公司舉行首次會議；有關單位獲鑑定參與漂白行動後，才能進一步決定收費等細節。

他指出，生物識別系統在國內63個入境關卡執行並沒有面對問題，印尼人從航空或海路抵境，當局都能應付，有問題只是發生在新加坡人出入境的新山。

他說，有關問題已解決50%，而且解決的過程順利。

此外，他重申，利用漂白行動，擅自向非法外勞收費的公司，一旦查實，不管有關公司的記錄有多良好，一樣會被列入黑名單。

至於有多少家公司會被列入黑名單，他說，目前言之過早。

KUALA LUMPUR: A new transitional income tax will be introduced, under which returning Malaysian professionals will be eligible for a flat rate of 15% income tax for five years, according to Prime Minister Datuk Seri Najib Tun Razak.

He said this was to encourage more Malaysian working abroad, with their varied experience and expertise, to return and play an active part in Malaysia's economic transformation.

（布城10日訊）內政部秘書長拿督斯里馬末阿當說，政府將考慮將目前已經在國內工作5年的外勞服務期限，再延長多5年，而受惠的領域，並不僅限於種植業，也包括目前可以聘請外勞的領域。

他今日在文告中指出，有必要保留這些擁有豐富經驗的合法外勞，因為這與提高國家生產力及競爭力息息相關。

他說，政府之前發出指示，要求針對延長各領域外勞的工作準證需求進行深入研究。

他說：“根據這項研究，以及國家工業和經濟領域的利益，政府已決定讓目前聘請外勞的領域，落實‘5+5’准證的措施。”

政府在去年5月宣佈，只允許油棕種植業在他們聘請的外勞工作滿5年後，繼續工作5年，以解決人手短缺問題及留著擁有經驗的外勞。

較後時，馬末阿當說，所有曾要求政府延長外勞工作准證期限多5年的領域或行業，都會受考慮。

這意味著“5+5”准證措施落實後，中小型工廠、餐館、農業領域皆可申請延長外勞的僱用期。

沙外籍公民實驗室報告完成

另一方面，馬末阿當說，沙巴外籍公民實驗室報告已經完成，並提呈沙巴內閣討論。

他說，去年5月4至27日在沙州舉行開放日的實驗室作出了數項建議。全國級管理外籍公民實驗室之前也提出了本身的建議。

“沙州政府已經同意執行有關建議，而相關報告將提呈給副首相丹斯里慕尤丁3月17日主持的內閣外勞和非法移民委員會會議進一步討論。”

KUALA LUMPUR: The government has agreed to the recruitment of 45,000 foreign workers to meet the demand in 13 small-scale business sectors which are currently facing manpower shortage.

Human Resources Minister Datuk Dr S. Subramaniam said the approval was given after the government took into account the problem faced by the sectors concerned, such as restaurants, grocery shops and textile industry, which had difficulty in recruiting local workers.


"They have applied to the prime minister (Datuk Seri Najib Razak) and to my ministry through the Malaysian Associated Indian Chamber of Commerce and Industry for the government to approve the recruitment of 90,000 foreign workers.

"Following discussions, the government has now agreed to approve the entry of 45,000 foreign workers into 13 business sectors to meet the initial requirement, so they can continue operating."

The minister said this after attending the opening of the renovated Wisma Persatuan Pengusaha Restoran India Malaysia by former MIC president Datuk Seri S. Samy Vellu, who is now special envoy on infrastructure to India and South Asia, here, yesterday.


Dr Subramaniam said the government was in discussions to distribute the 45,000 foreign workers according to the 13 business sectors and a decision was expected to be made within a month. He said most of the foreign workers came from India.

The six-storey Wisma Primas in Jalan Dato' Haji Eusoff here, has been renovated at a cost of RM3 million to provide more facilities.

Apart from being the management centre for the association, the building has training facilities for restaurant workers who are members of the association. -- Bernama

（吉隆坡9日訊）國家銀行旗下的信貸咨詢與債務管理機構（AKPK）指出，成立至今逾5年，已協助超過500人恢復財務自由，惟也指許多30歲以上的國民不善理財，該機構有多達83%或4萬1138人欠債人，來自此年齡層。

從信貸咨詢與債務管理機構成立至今，計有14萬462人前來尋求協助以重組債務。

助500人還清債

該機構營運總經理阿茲曼哈欣接受《中國報》詢問時說，在債務管理計劃（DMP）下，欠債人最長有10年時間，可償還積欠債務。

他告訴本報：“我們2006年成立至今，在這短短5年間，相信已協助逾500人，成功脫離債務。”

另廂，他今日出席“Power理財計劃巡回展”后透露，Power理財計劃主要是為18至30歲的青年而設，讓他們得以避免欠債累累。

“數據顯示，前來尋求財務重組的人，多是30歲以上，經驗告訴我們，這些人都是在20歲左右開始欠債，因此Power理財計劃是為了讓他們能盡早掌握理財之道，謹慎管理財務。”

“在前來尋求咨詢的14萬462人當中，約有5萬2947人參與債務管理計劃，累積債務約逾50億令吉。”

至于我國債務情況是否有惡化跡象，阿茲曼哈欣說，我國截至去年11月底的家庭債務約為4860億令吉，佔全國債務約55.5%。

“國家銀行數據顯示，一切（債務）仍處于可控制範圍。”

（布城9日訊）經過多個月的紛紛擾擾，內閣今日終於為台灣遊客捎來一項好消息，即大馬政府將重新讓台灣享有落地簽證的便利。

旅遊部長拿督斯里黃燕燕告訴星洲日報，今天的內閣會議深入討論讓台灣遊客享有免簽證和落地簽證的課題，最終同意讓台灣重新享有落地簽證的便利。

確實實施日期未定

“至於免簽證的問題，我們會繼續討論。”黃燕燕在上週曾透露，大馬將給台灣遊客民眾免簽證待遇，以吸引更多台灣觀光客和增加外匯收入，並希望相關部門能在今年三月前為台灣遊客帶來好消息。

黃燕燕說，內閣還沒有決定實行台灣遊客落地簽證的確實日期，因為還有一些技術問題待解決。

她強調，這項落地簽證便利只限台灣遊客和商務往來的台灣人，不包括官方來往。

政府是在去年8月間宣佈取消外國人入境申請落地簽證的措施，因為這項原意是要方便遊客進入大馬旅遊的措施已遭到嚴重的濫用；台灣人也因此受池魚之殃，失去此項入境大馬的便利。

台灣之前率先提供亞洲少數國家如日本、新加坡、韓國和大馬免簽證入境的便利；可是，除了大馬，3個國家都給予台灣免簽證，因此大馬被指未符合互惠原則。此外，歐盟、英國、紐西蘭、愛爾蘭等國也相繼為台灣提供免簽證便利。

PETALING JAYA: Prime Minister Datuk Seri Najib Tun Razak has posted another video response on his blog to answer questions posted to him by the public.

In the latest video posted over the weekend, this was Najib's reply to a question, "Will there be further development for youth so that we can reach our full potential and so that we can slowly eliminate social problems?" by Danial Fahmi.

"I have announced an allocation of RM20mil for youth development through the 1Malaysia youth fund in the 2011 budget," he said in a video upload on his official website.

Najib said the fund was an idea mooted in a youth lab conducted last year by youths from diverse backgrounds.

"On Jan 21, I will officially launch the fund and announce more details on how Malaysian youths can take advantage of this opportunity," he said.

He said it was an idea to incentivise youths to undertake projects of their choice and projects consistent with the 1Malaysia theme.

Najib had, on Jan 12, invited Malaysians to send him any questions over Twitter and Facebook, from 4.30pm to 5.30pm.

Meanwhile, the Prime Minister, in a Twitter posting, also congratulated national hockey goalkeeper S. Kumar for being named Asia's best player and being the first Malaysian to win the award.

（霹靂‧怡保15日訊）紅土坎移民局主任再迪達利披露，在人數激增下，這一年來在霹靂州曼絨區“找吃”的年輕越南女子，已超越了中國女子。

他指出，外國女子濫用社交簽證進入大馬，在曼絨縣餐館和夜店“找吃”的情況，難於根絕。

再迪達利向星洲日報披露，目前同時期在曼絨“找吃”的外國女子人數，保守估計多達400名，其中超過半數是越南女子，其餘的大部份是中國女子，也有一些是泰國和寮國女子。

頻密取締無法根絕

他說，外國女子在曼絨“找吃”，在夜店當陪座女郎，甚至進行賣淫活動的現象，早在數年前便已存在；而移民局及警方一向來都不曾停止取締，但在有“需求”下，即使執法當局頻密取締，還是無法根絕這類不法活動。

“執法單位在執法上面對種種問題，例如這些女子遭取締及判刑後，一段日子後還會再來；所以，移民局近期來採取了更嚴厲的行動，就是在鑑定這些女子多次進入大馬，以及如有曾多次被逮捕的記錄，將被列入黑名單，永遠禁止進入大馬。”

他強調，移民局執法官員長期通過監督及依靠公眾投報，不間斷採取執法行動，單在去年就逮捕了510名在曼絨縣涉及濫用簽證工作的外國人，其中大部份是在夜店或“油棕園”餐館找吃的中越女子。

他表示，根據法令，當局有權扣留這些女子14天進行調查，一旦查獲證據，就可在1963年移民法令39（B）條文（抵觸社交簽證法令）下，將她們控上法庭，罪成可被判罰款或監禁。

更年輕大膽
越南女比中國妹受歡迎

再迪達利說，在此之前，大部份在曼絨涉及陪座和賣淫活動的都是中國女子；但這幾年來，中國女子受歡迎的程度，已被更年輕和作風更大膽的越南女子取代。

“前來曼絨進行陪坐和賣淫工作的越南女子都非常年輕，年齡介於20至30歲；而中國女子大部份都是30至50歲，所以這一年來在曼絨夜店，如卡拉OK及酒吧工作的，幾乎100%是越南女子；而中國女子則在油棕園餐館當陪座女郎。”

他說，根據調查，在曼絨夜店“找吃”的越南女子，大部份都會講一些華語；這些女子有些已在大馬工作了一段時間，一些則是由越南同鄉帶過來，在來大馬前，也學習了一此簡單的華語。

“越南女子的顧客對象，是年輕和中年本地男子；中國女子的對象，大部份是本地中年及以上的男子，這些中國女子大部份來自福州，可和本地人用福州話溝通，所以還有市場。”

外國女帶錢回國
夜店生意旺未益大馬

詢及外國女子大量湧入曼絨縣的娛樂場所“找吃”，是否帶動本地的經濟時，再迪達利認為，即使娛樂場所的生意興旺而刺激了經濟，但並沒有讓國家受惠，反之本地客人消費的錢，被這些外國女子帶回她們的國家。

他說，據瞭解，無論是中國女子或越南女子，每月靠陪座或賣淫的收入，平均介於3000至5000令吉，有者更超越這數目，因此只要用這些數額乘於數百人來計算，這些外國女子從本地男子身上賺走的錢，將是一筆可觀的數目。

他說，這些外國女子在本地不會租住酒店，一般上是一群人合租一間住宅，所以支出並不是很多；她們和客人進行性交易的地點，主要是本地區的廉价酒店。

外地遊子將回鄉
新年期間加強取締

再迪達利表示，由於許多在外地工作的曼絨市民，都會在新年時期回鄉過年，因此相信夜店的生意會更加興旺，該局已做好準備，於新年期間加強監督和更頻密展開取締行動。

他呼吁公眾人士，尤其是本地區的婦女向移民局作出投報，包括知道外國女子的住處，也可將這些線索提供給移民局，電話05-6881882。

KUALA LUMPUR: Immigration officers had to use pepper spray to overcome three siblings of foreign nationality who resisted arrest over suspected falsification of passports and visas to the tune of RM100,000 a month during an operation here Thursday night. Kuala Lumpur Immigration Enforcement Division deputy chief Mohamed Yusof Khan Mohamed Hassan said today the two men and a woman, aged between 25 and 35, were picked up after a one-month surveillance. "We are looking for others who were part of the syndicate involved in the forgery," he told reporters at the Kuala Lumpur Immigration Office, here. He said the officers seized false passports, applications for the forged visas, disembarkation cards and stamps.

（吉隆坡12日訊）全國掃賭、肅娼及反黑組警官警員大調動！

消息告訴《中國報》，全國各地約百名隸屬警方肅賭、反傷風化和私會黨取締組（D7）的警官和警員，將在下月起被調職。

調職杜絕濫權貪污

武吉阿曼警察總部昨天發出這份調職的通知名單，被調職的警官和警員，分別來自各州警察總部和警區總部的肅賭、反傷風化和私會黨取締組。

據知，多州的肅賭、反傷風化和私會黨取締組（D7）主任，也在調職名單內，包括吉隆坡、雪蘭莪、柔佛、彭亨、吉蘭丹和霹靂等。

“另外，有多名華裔警官也名列其中。”

在這份百人調職名單中，警階在助理警監（ASP）或以上的警官佔68人，余者都是警階警長或以下的警員。

據悉，部分警官將被調往普通行動部隊服務。

消息說，這是警察總長丹斯里依斯邁奧馬欲改善警隊服務其中一項措施。他下令下屬近期內嚴厲展開系列肅賭、反傷風化和取締私會黨等不法活動。

警方消息透露，這次警隊大調動是屬于例常調職行動，因按照慣例，每當一名警員被派往某組任職一段時間，如3至5年后，就會再次調職或擢升。

警方說，如果一名警官在任某職位太久，會容易和當地一些勢力甚至不法集團扯上關係，為了杜絕濫權或貪污事件，適時調職也是警方向來採取的防範措施。

癮君子年花7億買毒

我國癮君子1年需花逾7億令吉購買毒品﹗

武吉阿曼肅毒局總監拿督諾拉錫披露，根據研究報告顯示，我國癮君子每日平均需要花上30令吉70仙購買毒品，而我國共有6萬3496人癮君子，換言之，癮君子1年內就花了逾7億萬令吉購買毒品。

他今日召開記者會時，這么透露。

他說，如果以10萬人口的比例，我國的癮君子已佔0.57%，與美國的0.6%相比，我國還是少美國0.03%。

此外，他說，國內共有14萬7329人涉及毒品活動。

另外，他說，在去年我國共有1548名毒販在特別防範法令下被控，與前年的1324人，增加222人，目前部分癮君子已送往新邦令金、華都亞牙及麻坡戒毒所戒毒。

他也指出，警方去年起獲價值2億7078萬令吉的毒品，比起2009年起獲的3億8925萬令吉毒品，已有下滑趨勢。

他說，去年警方共逮捕15萬7756名涉及販毒人士，與2009年的12萬5620人相比下，被捕者有明顯上升，可見肅毒警方在全年內都不斷打擊販毒活動。

他說，肅毒警方在去年共逮捕涉及觸犯1952年危險毒品法令第39B條文下的1432名外籍人士，與去年的969人相比，共增加48%，也就是499人。

他說，去年在機場涉嫌運毒被捕的外籍人士共有183人，與前年被捕的21人相比下，增加771%也就是122人。

他說，在這122人當中，其中的121人是涉及運送冰毒，另一人則涉及運送可卡因。

BOSTON: The Government plans to accord permanent resident (PR) status to foreign spouses of Malaysian citizens who are abroad, to encourage them to return to serve Malaysia.

Deputy Prime Minister Tan Sri Muhyiddin Yassin said the effort was among incentives introduced by the Government to ensure Malaysia achieved its goal of becoming a high-income nation by 2020.

He said the Government was more open and flexible now in giving the PR status and the move was not only for those who had professional skill or background, but others, as well.

"They must be qualified and have skills to help in nation-building.

"They must also have 'ingredients' that Malaysia wants," he said, when responding to a question at a dinner hosted by him for Malaysian students and the community here on Wednesday.

Also present were his wife Puan Sri Norainee Abdul Rahman and the Malaysian Consulate-General in New York, Mohd Zamruni Khalid.

Muhyiddin is in the United States for a six-day working visit to Boston and Washington DC.

He said the Government was also flexible in according PR status to foreign professionals so that they could contribute in developing the country.

"Recently, the Government offered PR status to a few top foreign chief executive officers. They were surprised to get an offer from the Prime Minister (Datuk Seri Najib Tun Razak)," he said.

To another question, the deputy prime minister said the government was providing a host of incentives to attract Malaysian professionals abroad to return and serve the country. - Bernama

（北京6日綜合電）中國大城市道路“堵風”盛行，一種名為“代堵”的新興服務也隨之興起，只要一通電話，“代堵”公司就會立刻派人到現場，一方面替顧客“挨堵”，一方面騎機車送顧客到目的地。據悉，這項服務頗受“堵城”民眾觀迎。

山東濟南一家名為“螞蟻”的代堵公司負責人說，他們接到電話后，一般會在15分鐘內派兩人到達現場，一人騎摩哆送顧客到想去的地方，另一人則替顧客繼續“挨堵”；路通了，再把顧客的車送到指定地點。

該名負責人指出，代堵服務起價400元人民幣（約188令吉），將根據所要送人的數量加價，送人或送車的地方如果超出規定的範圍價格另計。

居民王玉明表示，他日前要到北京洽談重要業務，開車去機場卻被堵在路上，不得已打電話給代堵公司。隨后，代堵公司以最快的速度送他到機場，使他挽回了公司100多萬元經濟損失。
